As no operator has won pan- India 3G license, operators are striking roaming arrangements to provide 3G services in circles where they do not have 3G license. This is potentially a violation of regulations that mandate – (a) a cap of 4 3G operators per circle, and (b) no sharing of spectrum (although it is unclear whether roaming arrangements are tantamount to spectrum sharing).

Despite this, according to a Nielsen survey, the %subs willing to take-up 3G has remained at 19% since Nov despite telcos efforts (through marketing) to increase consumer awareness for these services.
