The DoT has been raising voice against 3G Roaming which is unlikely to have any stand in the court of law as the department has already lost in the first round of the war.

So in order to comply with DoT, some operators first said all roaming arrangements have been scrapped. Now they have entered into a fresh roaming arrangement just to get legal hurdles cleared. Tariffs etc everything will remain same from the consumer end and also this means very less changes to billing systems of telecom companies.
