Incumbents are likely to be interested in the 700MHz band auctions compared to the 1,800MHz band due to: (1) a larger amount of spectrum being auctioned (30MHz); (2) greater efficiency; and (3) scheduling in FY15, giving time to strengthen the balance sheet. Incumbents may avoid bidding in 1,800MHz band auctions as this may raise prices, leading to higher cash outgo for excess spectrum (above 6.2MHz) and the renewal fees. Auctions of the 900MHz and 2,100MHz band spectrums may be difficult, as these are not available readily.
