Their are total of 155 ISPs in India [This doesn't mean everybody is providing services for consumers, some companies have taken the same to get cheap Bandwidth for their own operations]

BSNL has the Maximum Subscribers with 8.9 Mn DSL and FTTH Broadband Subscribers
Airtel Broadband has the second highest connections with 1.4 Mn
MTNL has 1.04 Mn Subscribers

This excludes EVDO, 3G and $G LTE Broadband Subscribers as they are Wireless Technologies.
