Is Mobile aiding for Malpractices ?

We all know that the Mumbai underworld banked heavily on Mobile phones and hence were made inaccessible in J*ils.
Their have been reports of Mobile being used as an aide in exams and hence District Magistrate in Merrut ordered mobile service providers to turn off their services during exams and elections.
India with 1 Billion population conducts so many exams and so many elections, this way the mobile service provider may have to switch off hsi service for mroe than 30 days in a year. Fantastic administration dear Magistrates!!!
